The US Government no longer denies that surveillance projects such as XKeyScore, Echelon, Prism, Dishfire, and many more are spying on everyone in a most invasive and pervasive manner. The annual budget of the NSA is an estimated $10.8 billion.
Considering this massive and blatant obsession with surveillance, you can be sure that the spy agencies are keen to exploit any new technology breakthrough, whether by funding the development for it themselves, or scooping up the work of independent researchers before anyone else.
Scientists and engineers can spend years of their lives in painstaking trial-and-error experimentation to develop a breakthrough new technology…and the military-industrial complex can find a way to militarize it in mere hours. (Assuming that the research wasn’t being funded by the military in the first place, of course.)
